A pop-up can be for information purposes, required for posting/responding, or can be malicious in trying to infect your computer. They should really only be allowed on trusted sites.

You can allow the pop-up on a one time basis by holding down the control (CTRL) key while clicking on what you are trying to see.

If it is a completely trusted site, you can go to the little pop-up blocked icon in the taskbar, right click on it, and always allow pop-ups from that particular site.
