How to change LAN Network IP address when computer asks to restart every time but doesn't affect the change?

I have a Toshiba Laptop with Vista Basic loaded. I am using it since Feb'08. About a week back, my laptop is not changing the LAN IP. I use different IP in office and home. When we click network properties and try changing TCP/IPv4 settings for obtain IP and DNS automatically --%26gt; OK --%26gt; OK the system shows a message ';You must shut down and restart your computer before new settings will take effect.

Do you want to restart your computer now?

YES NO

';

If we press YES the system reboots but change doesn't take affect. Now please understand this message was not coming until last week. It seems some virus. But please provide a solution.How to change LAN Network IP address when computer asks to restart every time but doesn't affect the change?
I'd go along with the above answers. A proper test would be to open a command window and type

ipconfig /renew [return]

with post-Windows 2000 operating systems it is not normal to have to reboot to affect IP settings.How to change LAN Network IP address when computer asks to restart every time but doesn't affect the change?
Hmm, maybe a virus...

But first, try this:

Login using Windows Safe mode, then perform the above steps again to change your IP. Perhaps it matters the user ID used to change the IP settings. In this case, Safe mode, is administrator.
I think you don't have the admin rights.

If you have admin rights you will be able to do all the changes and it will definitely accept all the settings you change.
