Impossible...administrator has rights over all other user's. BUT!!!

If You can get their password enter it and change it on them (Dirty but it works in a pinch) or enter it and then make Your user the administrator if You can get away with it, that's the only way I can think of. If it's Your parents Computer...You might get Your Butt Kicked. But what the heck,,,nothing wrong with a little ANARCHY! Good Luck and Hack On!

Best way is to remove the admin rights from the user.

Otherwise you have to go into the rights and privliages and spacificly disable network access for administrators. You also need to disable his privliages to change user rights. This, ofcourse, will disable YOUR access aswell so you'll need to create a different user group that does have network rights or you'll be re-installing the OS.
No can do... Its Admin rights :-(
